Rotary was founded in February of 1905. It came to Texas in 1911, when the first Rotary club in Texas was formed in Dallas. The following year clubs were formed in San Antonio and Houston. In 1913, additional clubs were formed in Beaumont, Galveston, Waco, Ft. Worth, Cleburne, and Palestine. The Rotary Club of Paris Texas was organized on November the Nineteenth, and received it's charter on January 1, 1916, becoming the first club of what is now district 5830.

But in those days districts were much larger. In fact, Texas was only one of several states which comprised District (12). Over the years as Rotary grew, districts were added and divided. The clubs in our district, at one time or the other, were part of districts 12, 18, 13, 48, 128, 183, 581, 583, and currently 5830. The boundaries of District 5830 were set in 1973, when the District Governor was Bill Murphy, of Paris Texas. Those boundaries include 3 counties in Oklahoma, (Choctaw, McCurtain, and Pushmataha), Miller County in Arkansas, and 21 counties in Texas, (Bowie, Camp, Cass, Cherokee, Delta, Franklin, Gregg, Harrison, Henderson, Hopkins, Lamar, Marion, Morris, Panola, Rains, Red River, Rusk, Smith, Titus, Upshur, Van Zandt, and Wood).

Clubs in these geographical boundaries have furnished district governors and have hosted district conferences for every district of which it has been a part. Two of the district governors went on to become directors of Rotary International, ( Roy E. Smith, of Tyler, and Leland Long of Mineola).

Over the 85 years of its existence, District 5830 Rotarians have contributed over Two Million dollars for humanitarian and educational purposes to the Rotary Foundation, which has funded 70 international scholarships, over a dozen Group Study Exchanges, and immunized over 3 million children against Polio. It has hosted hundreds of students from other countries for a year of study in our high schools, and sent a like number to other countries, forever influencing the lives of those young people.

Thousands of people have benefited from the medical and dental missions sponsored by the Rotary clubs of District 5830. Thousands more will benefit from the matching-grant projects in Kenya, Mexico, India, and the Philippines which were funded by Rotarians in this district.

The newest club in district 5830 is the Rotary Club of Bullard.
